Goal: Upgrade and improve the Teacher Professional and Career Development (TPCD) system, contributing in turn to higher quality instruction in the schools and higher student achievement in the Republic of Macedonia.

Project information: The Project was initiated by the Bureau for Development of Education as a result of the partial and inconsistent interventions related to teacher professional and career development implemented so far.  Therefore, within the scope of this project, Comprehensive Analyses of existing documents and decisions including successful education systems with high student achievements in international evaluations will be implemented. The Analyses will be used as basis for preparing recommendations to improve the system for teacher professional and career development in Macedonia, including current policies and practices that are considered sustainable. In addition, the project will consider the current professional development activities, and will propose two models for career development which are most suitable in the Macedonian context. The system will be established on clear standards for quality teaching, objective and transparent teacher evaluation, focused professional development and continuous support for teachers.

Project components: The project components revolve around three mutually dependent and inter-related areas:

  • Preparing a comprehensive legal system: Draft legal framework based on the implementation of the teacher professional and career development system in the Republic of Macedonia;
  • Creating financial schemes for the recommended TPCD model:Identify sources of financing (current and available) on the national, municipal as well as school level, with the aim of securing sustainable support for teacher professional and career development. For the suggested financial schemes the project will develop draft legal acts and bylaws for teacher professional and career development;
  • Developing professional competencies and standards for teachers and school support staff: Develop clear standards for teacher competencies and identify professional and career development opportunities, along with tools for evaluating performance and advancement in the teaching profession. This is a key component for upgrading the other two project components.

Project activities will contribute towards harmonizing and further developing educational polices, revising and improving the legal framework and identifying sources for financing of teacher professional and career development:

  • Conduct Comprehensive Analyses of existing policies and practices, as well as of successful education systems in other countries;
  • Prepare a Catalogue of Professional Competencies and teachers’ and school support staff standards;
  • Establish procedures and instruments for evaluating teachers’ and school support staff competencies;
  • Develop and suggest legal acts and bylaws for professional and career development of teachers and school support staff;
  • Develop a draft-model of the system for career development of teachers and school support staff;
  • Identify sources for financing the professional and career development and draft mechanisms and procedures for transparent and fair distribution of finances;
  • Inform teachers and school support staff about the professional and career development opportunities.

Target groups: Teachers, school directors and support staff , associates from the Bureau for Development of Education (BDE) and the Vocational Education Training Centre,  Education inspectors (state and authorized inspectors). [/tab]

According to the World Bank framework which is part of a systemic approach to improving outcomes in education (Saber – Teacher), working groups composed of representatives of all stakeholders together with the project team, during 2013 prepared: Policy and Practice Analysis of the Teacher Professional and Career Development in the Republic of Macedonia.

This analysis comprises findings on the policies and practices of the professional and career development of teachers and other educational staff in the Republic of Macedonia. On the basis of the received findings, this document contains proposed measures and activities for improvement of the system for professional and career development of teachers in Macedonia.

Several separate studies have been conducted for this purpose. Findings from these studies have been analyzed and compared with trends in the field of professional and career development seen through the prism of international research studies as well as with the policies and practices in other countries.

  • Review of the Regulation of the Education System in Republic of Macedonia (available in Macedonian language);
  • Report on Focus Groups for Professional and Career Development of Teachers (available in Macedonian language);
  • Report on the Interviews for the practice of teacher professional and career development at local government level (available in Macedonian language);
  • Report on the survey on school opinions for in-service training and title promotion among teaching staff (available in Macedonian language);
  • Teacher Professional and Career Development – International Comparison (available in Macedonian language).

MCEC expresses gratitude to all contributors and institutions that took part in the preparation of the analysis:  Ministry of Education and Science, Bureau for Development of Education, the National Examinations Centre, State Education Inspectorate, Vocational Education and Training Center, Union of Education, Science and Culture in Macedonia,  World Bank office, Foundation for Education and Cultural Initiatives “Step by Step”, as well as to all primary and secondary schools in the Republic of Macedonia.

Upon conducting the Policy and practice analysis of the teacher professional and career development in the Republic of Macedonia, based on the recommendations from the analysis, the working groups consisted of representatives from the Ministry of Education and Science, the Bureau for Development of Education, the Vocational Education and Training Centre, the State Education Inspectorate, the National Examination Centre, the Syndicate for education, science and culture , representatives from the teacher training faculties and faculties that educate student support staff and practitioners from schools, with the support from USAID and MCEC, in cooperation with the Foundation for educational and cultural initiatives Step by Step, developed the following documents for professional and career development of education staff in schools:
